Identity Cards Bill passed its Second Reading in the lower house
on 20 December despite widespread and passionate opposition from

Texas Bill Would Require Transponders in All Cars
A Texas state representative wants all cars to have electronic
transponders.
A bill introduced in the Texas House of Representatives by Larry
Phillips, Vice-Chairman of the Transportation Committee, would
require electronic transponders to be built-into state automobile
inspection stickers. This new device would be initially used to
allow an roadside verification of every passing vehicle\'s
insurance information. A car with expired insurance information
would be mailed a $250 ticket.
Each transponder would transmit the vehicle\'s VIN, insurance
policy number, license plate number and any other information the
DMV requires. The legislation creates a database of every Texas
automobile insurance policy to allow the checks. The transponder
would also operate with Texas toll roads.
Anyone who does not receive or respond to the mailed ticket would
have his license and vehicle registration suspended.

As a conscientious objector, Aimee Allison stood up to the U.S. military,
refusing to fight in an unjust war. During High School, Aimee enlisted as a
combat medic in order to attend Stanford University. As an undergraduate in
college she developed a strong commitment to pacifism while caring for
veterans at the Palo Alto VA Hospital.
As Aimee recalls, \"they were just pieces of people, fractions of body and
mind. Many had been homeless. The VA hospital was overcrowded and they were
getting really bad medical care. That\'s when I started questioning war.\"
When George Bush, Sr. launched the Persian Gulf invasion, Allison stood up
against this unjust war and refused to fight. Threatened with jail, she
fought for, and eventually received, an honorable discharge as a
Conscientious Objector (CO).
Since that time Aimee has been a counselor to military personnel who are
seeking CO status, a public speaker against war, and a nonviolence trainer.
Her work with CO\'s and the anti-war movement has been featured in the
documentary Blood Makes the Grass Grow.
As a city council member, Aimee Allison will stand up to Oakland\'s political
machine.
She\'ll work to:

It¹s tax time again. Time for us to raise our voices to assert our conscientious objection to participating in this country¹s illegal and immoral wars. Time also for NCWTR to ask for your financial support, in the hopes that you will give generously.
Iraqi civilians and US military personnel continue to be sacrificed in an imperialistic occupation. Meanwhile, the Bush administration is paving the way for further military adventures in countries such as Iran, Syria, North Korea and Venezuela. Not only are we destroying lives abroad, but our military priorities are quickly eroding our infrastructures and lives here at home, with funding cuts in social services and education.
Our message, as war tax resisters, is more important than ever. If we want to build peaceful solutions to the conflicts in this world, we must be willing to re-direct our resources toward nonviolent efforts for social change. As war tax resisters, our willingness to take risks to create the kind of world we believe to be possible is both a contradiction and a challenge to our country¹s militaristic politics and culture.

BACKGROUND: THE CITIZENS CHOSE IRV...
Berkeley voters overwhelmingly passed IRV by 72% last March (Measure
I). Oakland and San Leandro voters also approved IRV. IRV would save
these cities several hundreds of thousands of dollars, provide majority
rule, cut down on negative campaigning, and empower voters!
BUT DIEBOLD IS KILLING IT.
Diebold is thwarting the will of the voters and stonewalling IRV.
Diebold recently quoted the county an IRV price tag of $2 million
dollars. Diebold also told city and county officials they can\'t start
IRV development for a whole year.
IS DIEBOLD LYING -- AGAIN?
How can they be charging $2 million? Diebold told Alameda
County in their bid to get the contract that their equipment can
\"easily be programmed for IRV.\" Diebold has already demonstrated IRV
on their touch-screen equipment. Diebold already runs IRV elections in
places like Cambridge, MA and Ireland. Diebold quoted Burlington, VT
much cheaper figures for IRV. Outside elections experts peg the IRV
upgrade at no more than $50,000. Just 5 months ago Attorney General Bill
Lockyer filed a $2.6 million settlement with Diebold for a lawsuit
alleging \"the Texas-based firm provided false information to obtain
payments from the state and counties for its electronic voting
equipment.\" Is Diebold lying for money again?

unprecedented profits from the increased price of oil due to the war, made
2004 the most profitable year in ChevronTexaco\'s 125-year

*Between 1971 and 1991, Texaco extracted more than 1.5 billion barrels of
oil from the Ecuadorian Amazon, devastating one of the most
biologically fragile places on earth by destroying rainforests and
creating massive oil spills. In order to save millions of dollars, Texaco
simply dumped 20 billion gallons of highly toxic wastes from its
operations into the pristine rivers, forest streams and wetlands, ignoring
industry standards. Now, ChevronTexaco denies the effected peoples of
Ecuador their right to compensation, and instead is trying to get back
into Ecuador for a new round of devastation. The people of Ecuador are
fighting back. They have sued ChevronTexaco for over $6 billion in
compensation for their lost health, land, lives and way of living.

The ChevronTexaco refinery in Richmond spews a deadly array of toxins into
the air, water, and land, including cancer-causing dioxins, on the largely
African American, South East Asian and Latino communities. Since 1999,
there has been a 20% increase in toxic emissions in
Richmond and most of the increase can be attributed to the Chevron
Refinery, the largest polluter in the city. The refinery and plant have
had hundreds of accidents, including major fires, spills, leaks,
explosions, toxic gas releases, flaring and air contaminations
inflicting severe illnesses including asthma and deadly cancers, on the
people of Richmond. Despite decades of requests, demands, lawsuits and
protests, Chevron has continued to place executive salaries and corporate
profits over the health and safety of the community and
workers. The people of Richmond are fighting back and demanding that

Urban Futures: Planning for Sustainable Urban Development
Join us for a presentation by Professor Raquel Pinderhughes, author
of \"Alternative Urban Futures: Planning for Sustainable Development
in Cities throughout the World.\" Any consideration of sustainable
development must focus on utilizing processes and technologies that
are less damaging to the natural resource base, produce less waste,
and do not pose a threat to human and environmental health. Focusing
on water, waste, energy, transportation and food systems, and using
examples from cites around the world, Professor Raquel Pinderhughes
will discuss how alternative planning and policy approaches, and
appropriate technologies can reduce the negative social and
environmental impacts associated with urban infrastructure and lead
to improvements in public health, the natural resource base, economic
development, and an increased standard of living and well-being for
urban residents. Professor Pinderhughes is Director of the Urban
Studies Program and Professor of Urban Studies and Environmental
Studies at San Francisco State University. She teaches courses on
environmental planning and policy focused primarily on sustainable
development and environmental justice. She is a resident of Berkeley
and a member of the Ecology Center Board of Directors.

# BURNING RIVER – June 25 & 26
Saturday & Sunday, 2 hours north of the Bay Area on the Upper Cache River
Can you imagine 100+ Burners on a fabulous, hot, sunny day on the river? We can dress in crazy attire, have water battles (Super Soakers are a must), chill out on the beaches and just enjoy being in a wet, tree-lined environment with amazing scenery right before our eyes. Once you are on the river, there is nothing to do but have fun and relax. All meals are taken care of and all gear is sent ahead. The most you have to worry about is loosing your paddle and having to swim.
At night, we can put on the Bling!Bling!, light up our e-poi/e-staffs while dazzling the natives by the river’s edge. With a little coordination, we could set up our own cozy village with a community bar among the trees and deeply connect with one another.
If we get enough interest, we may be able to take over one campsite for ourselves (run the music, stay up all night, etc.) and have leverage to book a campground on the way for the preceding Friday night stay or perhaps negotiate discount rooms at the local casino for Friday night. Stay tuned for these opportunities…
This is an all-inclusive, family-oriented (12 yrs +/min. 65 lbs.) event so we encourage you to bring the whole Burner family and to post this announcement out to other Burner communities. The company running it has Burners on the payroll but the guests will be a mix of Burners and non-Burners – our goal is to make it mostly Burners!
The scheduled trip includes 2 days of volcanic river canyon rafting (rated class 3 but is mostly class 2) in either a 2 person ‘ducky’ or a 4 persons raft. The $139 pp fee includes all on-river meals and evening entertainment, life jacket, camping fees, parking, raft rental, paddles and shuttle service. There will be some free tickets for those in our community who cannot afford this adventure but passionately want to attend.
