He said he was "not being arrogant" - he was just trying to protect the
country from a terrorist attack.  Mr Blair suggested he might be able
to compromise on opposition demands for judges to be given a greater
role. But he insisted he would stand by the principle of imposing
restrictions on suspects who cannot be tried. 

'No justification' 

The Prevention of Terrorism Bill proposes "control orders", which as
well as house arrest could impose curfews, tagging or bans on telephone
and internet use.  They would replace current powers to detain foreign
terror suspects without trial, which the law lords have ruled
against.   Liberal Democrats and many Labour backbenchers want
judges - and not politicians - to issue the control orders in the first
place, while the Tories have more wide-ranging objections to the plans. 
The proposed legislation has also come in for strong criticism from MPs
and peers in a report by the Joint Committee on Human Rights.  It said
there could be "no justification" for including such wide and
unprecedented powers in legislation "which is being rushed through
parliament at a speed which prevents proper scrutiny". 
The Bill is expected to clear its next Commons hurdle on Monday, but
without opposition support it could be thrown out by the Lords. 
Speaking at his monthly press conference, Mr Blair said control orders
were "absolutely necessary".  
"I'm not being arrogant or railroading things through, I'm just trying
to protect the security of our country," he said. 
'Vigilant' 
Home Secretary Charles Clarke is discussing the Bill with Labour
backbenchers and other parties in an attempt to reach the "broadest
possible basis of consent", said Mr Blair.  Addressing concerns about
who should impose the orders, he said: "It is important to emphasise
that we were never going to take the judge out of this." 
The prime minister said the powers were targeted at a small number of
people who were "a real threat" and whose activities the security
services "want to interrupt", but "where we don't actually have the
sufficient evidence to prosecute them and arrest them for conspiracy to
commit a terrorist act". 
A spokesman for the Liberal Democrats said the party was "encouraged
that the government seems to be willing to make some movement on the
involvement of a judge".  But he said the offers so far fell "well
short" of ensuring it was a judge who made the order to detain a person,
and not a politician.


Fascism

Fascism, modern political ideology that seeks to regenerate the social, economic, and cultural life of a country by basing it on a heightened sense of national belonging or ethnic identity. Fascism rejects liberal ideas such as freedom and individual rights, and often presses for the destruction of elections, legislatures, and other elements of democracy. Despite the idealistic goals of fascism, attempts to build fascist societies have led to wars and persecutions that caused millions of deaths. As a result, fascism is strongly associated with right-wing fanaticism, racism, totalitarianism, and violence.

The term fascism was first used by Italian dictator Benito Mussolini in 1919. The term comes from the Italian word fascio, which means “union” or “league.” It also refers to the ancient Roman symbol of power, the fasces, a bundle of sticks bound to an ax, which represented civic unity and the authority of Roman officials to punish wrongdoers.

Fascist movements surfaced in most European countries and in some former European colonies in the early 20th century. Fascist political parties and movements capitalized on the intense patriotism that emerged as a response to widespread social and political uncertainty after World War I (1914-1918) and the Russian Revolution of 1917. With the important exceptions of Italy and Germany, however, fascist movements failed in their attempts to seize political power. In Italy and Germany after World War I, fascists managed to win control of the state and attempted to dominate all of Europe, resulting in millions of deaths in the Holocaust and World War II (1939-1945). Because fascism had a decisive impact on European history from the end of World War I until the end of the World War II, the period from 1918 to 1945 is sometimes called the fascist era. Fascism was widely discredited after Italy and Germany lost World War II, but persists today in new forms.

Some scholars view fascism in narrow terms, and some even insist that the ideology was limited to Italy under Mussolini. When the term is capitalized as Fascism, it refers to the Italian movement. But other writers define fascism more broadly to include many movements, from Italian Fascism to contemporary neo-Nazi movements in the United States. This article relies on a very broad  definition of fascism, and includes most movements that aim for total social renewal based on the national community while also pushing for a rejection of liberal democratic institutions.

The state of California is hoping to ramp up the rate
of executions in the next few months.  One of their
first targets will be Stan Williams, a Nobel Prize
nominee and an author of children's books that
encourage youth to avoid gangs.  We need to organize
to save his life, to fight the racist death penalty
and the entire criminal justice system.

This meeting will feature a presentation about Stan's
case and a strategy session for launching a campaign
to stop his execution.

Cascadia Cob, the Healthiest Housing in the World

 Join us for a slideshow presentation about building houses and other structures from earth, using a technique called 'cob'. Also called monolithic adobe, cob is made from a combination of sand, clay, water, and straw, and is mixed by foot, and molded by hand. There are thousands of cob houses on every continent that were built hundreds of years ago, and are still standing to this day. The advantages to cob building are: you can build one by yourself for cheap; it's healthy for the earth, and healthy for humans; and best of all, you can sculpt the house into beautiful, funky shapes! And cob isn't only for people living out in the country -- all across the West Coast, people are reclaiming their urban spaces to create community-oriented places -- out of earth! Presenter David Sheen has been building structures from earth in the U.S., Canada, and Israel since 2001. He has apprenticed at the North American School of Natural Building with Ianto Evans, Linda Smiley, and Michael Smith, the pioneers of 20th century cob and authors of The Hand-Sculpted House. WHAT: Playback Theatre is a form of theatre improvisation in which audience 
members tell stories from their lives and a group of actors play the stories 
back spontaneously with music. It was founded in 1975 (an outgrowth of 
psychodrama), and is being used all over the world for entertainment, 
community building, and the development of interpersonal skills such as 
spontaneity, active listening, non-verbal communication, and LOTS more. 
Playback can be comic or tragic or anything in between, depending on the 
stories told by the audience.

WHO (facilitator): Mountaine lives in Asheville, NC, and is a founding 
member of Asheville Playback Theatre. He has ten years? experience as a 
Playback actor, musician, conductor, and trainer. He has a special interest 
in nurturing the Playback skills of radical faeries and other unusual human 
species, and is coming to the Bay Area in the hope that this weekend will 
lead to the formation of an ongoing alternative Playback Theatre troupe. But 
whatever happens, he intends to have way lots of fun. Contact him at

WHO (participants): Formal acting training or experience is not required, 
although it helps. What is most required is an open heart and a willingness 
to listen carefully to the stories of others. There are no stars in 
Playback; creating a successful spontaneous piece of theatre requires

The sleds crest the hill like an Army, and move onward to their goal. Howling teams charge with delight as they approach the first way point: A bar.

This event is under new management, expect half the effort, a third the fun, a fifth of bourbon. And we're not going to skip Caesar's no matter what the police say. Normally there would be a description of the Iditarod, but after 10 years already, fuck it. You already knew, or you didn't care.

# The Irish Republican Socialist Committees of North America's San Francisco
Bay Area chapter will again be participating in the San Francisco St.
Patrick's Day Parade and is once again organising an Anti-Imperialist
Contingent as part of its participation.
The parade is taking place this year on Sunday, March 13th.  While we never
have many details this much before the actual parade date, the contingent
will undoubtedly assemble between 10:45 and 11:15 a.m., somewhere south of
Market and, of course, details will be forthcoming once we know them.
The focus of the Anti-Imperialist Contingent this year will again be on
ending the occupation of Iraq and of Ireland, and the slogans we are putting forward are:
British and American Imperialism, Out of Iraq! Out of Ireland!
No War but the Class War!


 
# March 15th, 2005, will mark the ninth year of the International Day
Against Police Brutality (IDAPB). It first began in 1997 as an initiative
of the Black Flag collective in Switzerland, with the help of the Montreal
Collective Opposed to Police Brutality. The date was chosen because on
March 15th, two children, aged 11 and 12, were beaten by the Swiss police.
