Yes, I walked the entire length of Baker Beach naked on 12 different days, but I was ankle deep to waist deep most of those days, except when I walked with a topless woman good friend, then we just walked on sand, as I well knew, less chance of offending anyone
FYI throughout the decades, I would occasionally notice a naked woman on south of Baker Beach. For example, one day I observed, I simply sat on rocks far away, and watched Marine life. Then when she clothed up to leave, I chatted. She said she prefers Southend naked, to avoid the north end creeps who my rope of above.
There are exceptions to rules, and I do know if a man were naked Southend. People will call police. Feds Police will ask man to put on clothes or put on clothes to move to North.
